सह–लगानी खानेपानी तथा सरसफाई आयोजना अन्तर्गत तुलसीपुर सहलगानी खानेपानी तथा सरसफाई आयोजना, दाङ्गमा नगर विकास कोषको रु. १४ करोड २२ लाख ५६ हजार ऋण लगानीका लागि ऋण सम्झौता सम्पन्न !

सहलगानी तथा साझेदारी नीति अवधारणामा नेपाल सरकार, नगर विकास कोष तथा उपभोक्ता संस्थाको संयुक्त सह लगानीमा निर्माण हुने तुलसीपुर सहलगानी खानेपानी तथा सरसफाई आयोजना निर्माणका लागि आयोजनाको निर्माण, सञ्चालन तथा व्यवस्थापन गर्न खानेपानी तथा ढल व्यवस्थापन विभागबाट छनौट भएको बोलपत्रदाताले पेश गरेको ठेक्का कबोल अंक (खानेपानी आपूर्तितर्फ) को लागत रु. ५६ करोड ९० लाख २४ हजारको २५% ले हुने रकम रु. १४ करोड २२ लाख ५६ हजार कोषबाट ऋण लगानीका लागि नगर विकास कोषका कार्यकारी निर्देशक श्री कृष्ण प्रसाद सापकोटाज्यू र तुलसीपुर सहलगानी खानेपानी तथा सरसफाई उपभोक्ता संस्थाका अध्यक्ष श्री यमकान्त भण्डारीज्यू बीच मिति २०७९ मंशीर २० गते ऋण सम्झौता सम्पन्न भएको छ ।
उक्त सम्झौतामा तुलसीपुर उपमहानगरपालिका नगर प्रमुख श्री टिकाराम खड्काज्यूले जमानतकर्ताको रुपमा हस्ताक्षर गर्नुभएको थियो ।
सम्झौता कार्यक्रममा तुलसीपुर सहलगानी खानेपानी तथा सरसफाई उपभोक्ता संस्थाका अन्य पदाधिकारीहरु, तुलुसीपुर उपमहानगरपालिका पदाधिकारी तथा कोषका पदाधिकारीहरुको समेत उपस्थिति थियो ।
तुल्सीपुर उपमहानगरपालिका वडा नं. ५, ६, ७, १० र १२ सेवा क्षेत्र रहेको उक्त आयोजनाको लागि कूल लागतको नेपाल सरकारबाट ७० प्रतिशत अनुदान, नगर विकास कोषबाट २५ प्रतिशत ऋण लगानी र ५ प्रतिशत रकम उपभोक्ता संस्थाबाट व्यहोरिने छ । उक्त आयोजना निर्माण पश्चात सन् २०२४ मा १४९९१ घरधुरीलाई बबई सम्पवेल र डिप बोरिङ मार्फत २४ सै घण्टा खानेपानी सेवा पुयाउने लक्ष्य रहेको छ ।

वुटवल उप-महानगरपालिकाको पुरानो वटौली बजार क्षेत्रमा हुन गैरहेको परम्परागत र ऐतिहासिक वस्तीहरुको “शहरी पुनर्जिवन” सम्बन्धी कार्यक्रमको लागी DPR तर्जुमा गर्नुपर्ने क्षेत्र निर्धारण !

युरोपियन युनियन (EU) को आर्थिक सहयोगमा नगर विकास कोष (TDF) बाट संचालित MFCB कार्यक्रम अन्तरगत वुटवल उप-महानगरपालिकाको पुरानो वटौली बजार क्षेत्रमा संचालन हुन गैरहेको परम्परागत र ऐतिहासिक वस्तीहरुको शहरी पुनर्जिवन (Urban regeneration) कार्यक्रमको लागी DPR तर्जुमा गर्न नगर प्रमुख, उप-प्रमुख, प्रमुख प्रशासकीय अधिकृत, महाशाखा/शाखा प्रमुखहरुसंग समन्वय र छलफल गरी वडा नं १ र २ का जनप्रतिनिधिहरु, उपमहानगरपालिकाका प्राविधिक, स्थानीय जनसमुदाय, सरोकारवालाहरु र MFCB कार्यक्रमका विज्ञहरुबाट संयुक्त रुपमा छलफल र स्थलगत सर्वेक्षण गरी DPR गर्नुपर्ने क्षेत्रहरुको पहिचान गर्ने कार्य सम्पन्‍न गरियो ।

The Project was designed and implemented to address key issues related to Nepal’s rapid urbanization. In particular, the rapid growth of small towns has far outstripped the capacity of their water supply and sanitation (WSS) infrastructure and services. In 2001, ADB initially supported the government’s efforts to address these issues through a first Small Towns Water Supply and Sanitation Sector Project. This follow-up project aimed for improved, affordable and sustainable water supply and sanitation services that are governed and managed by locally accountable representative bodies. Small Town Water Supply And Sanitations Projects-III

The Third Small Towns Water Supply and Sanitation Sector Project is designed for key outcomes namely a) the improved the water supply service infrastructure and b) strengthened sector policy, regulatory and institutional capacity and service. For this Project, the Financial agreement (Loan No : 3157 – Nep ( SF)  had  between GoN and ADB dated 24 November 2014. Based on the financing agreement, Subsidiary Loan Agreement (SLA) signed with TDF dated February 11, 2015. It has allocated US$ 18 million loan for financing through TDF out of total SDR 38.92 million. Under this projects, TDF has been appraised and signed loan agreement for the 20 projects to the WSUCs as per the set out lending terms and conditions in the SLA. In addition to under this project, additional enhancement 12 projects (of the total  STWSSSP I/STWSSSP II/STWSSSP III) have been approved . For them loan was approved NPR 1,798.4 million and disbursed NPR  1,390.32 million out of total agreed amount to 20 towns and 12 new enhancement project under STWSSSP III. Whereas 19 projects implementing on second stage (operation and maintenance by the contractor for one year) and 1 project is still under constriction stage.

Small Town Water Supply And Sanitations Projects-I

In line with the GoN’s 15-Year Development Plan (first prepare¬¬¬d in 2009 and updated in 2015) for Water Supply and Sanitation in Small Towns, Asian Development Bank (ADB) has been supporting the Government of Nepal in enhancing water and sanitation services in small towns since 2001. The Government of Nepal has been providing water supply and sanitation services in 70 small towns basically through co-financing model. The small towns are defined as towns that have (i) a population of 5,000 to 40,000, and (ii) perennial access to roads, grid power, and telecommunications i.e. potential for growth. Population concentration in most of these towns are caused by the rapid population growth in urban centers along major highways due to rural to urban migration. These towns were important links with rural areas acting as markets, transport depots and agricultural processing centers. However, basic services such as WSS were inadequate in these towns. The first small town project was completed in 2009, STWSSSP II completed in December 2017 and follow-up third phase-STWSSSP III sub projects are on-going and nearing to completion.
