The Project has five
main components:
Component A: municipal
institutional strengthening and revenue mobilization
Component B: provision
of urban and environmental infrastructure
Component C: provision
of Supplementary Urban Facilities
Component D: community
development, and
Component E: project
implementation assistance
Component A : municipal institutional
strengthening and revenue mobilization
Component A will cover the 9 towns with more or
less uniform sets of interventions, which will be
implemented 1-3 years for each town. Under this
component, the project will finance mostly for technical
trainings to municipal staff for institutional strengthening
and capacity building on Revenue mobilization of
municipalities.
Component A is further subdivided into three subcomponents
namely:

Component B: provision of urban
and environmental infrastructure
Under component B, the Project will finance major
infrastructure improvements in five sub sectors:

This component will constitute approximately 60%
of project cost and will provide the multitude of
physical facilities whose exact composition will
vary widely from town to town. The river training
subcomponent will be carried out only in three urban
areas namely Bharatpur, Hetauda and Kamalamai.
The detailed engineering work and construction
supervision of these subcomponents will be carried
out by domestic consultants in close consultation
with the municipalities.
Component C: provision of Supplementary
Urban Facilities
The major infrastructure improvements mentioned
in component B, are complemented by improvements
to supplementary urban facilities in component C,
which has two subcomponents:

Component E: Project Implementation
Assistance
Component E comprises various consulting service
assignment and incremental administration costs.
The required consulting services include

Advice and support
for institutional reforms, technical arrangements
and tendering for the water supply system improvements
at the 5 municipalities that will have water
