Introduction |
| |
Due to the rapid population growth
in the urban areas within last two decades,
serious urban environmental issues are emerging,
including inadequate drinking water supply;
haphazard disposal of solid waste and human
waste, which is causing various pollution problems;
and uncontrolled urban/physical development
in Nepal. To date, the existing centralized
public administration system has failed to respond
to these urban management challenges. To address
this institutional failure on critical urban
Environmental issues, the Government is now
starting a serious effort to decentralized urban
management in support of Asian Development Bank
(ADB). Thus this Urban Environment Improvement
Programme is the Government's first step in
realizing this decentralization policy. HMG
Nepal has got loan assistance from ADB to implement
this program.
A Project Agreement has been signed between
ADB, Town Development Fund (TDF) and the three
municipalities namely Dhulikhel, Bharatpur
and Hetauda on 20th June 2003. According to
this agreement The Asian Development Bank
will provide loan to Nepal government in various
currencies equivalent to Twenty-two Million
six hundred Ninety-nine Thousand Special Drawing
Rights (SDR 22,699,000). The project will
promote sustainable urban development in the
selected nine urban growth nodes surrounding
Kathmandu Valley by addressing critical urban
and environmental infrastructure/service improvement
needs and will also address the issue of disparities
between Kathmandu Valley and areas outside
the valley, and help mitigate the increasing
trend of reverse to the capital region, with
all its negative environmental and social
consequences.

Objectives
|
| |
The Project intends to bring
about sustainable urban development in the
nine urban areas outside Kathmandu Valley
by improving essential urban and environmental
infrastructure and services and strengthening
the relevant institutions. As a result of
the Project, personal hygiene, environmental
sanitation and overall quality of life are
expected to improve in these areas. |
